Resumen
La siguiente tesis aborda el problema logístico al que se enfrentan los empresarios al importar contenedores a Colombia a través de la Sociedad Portuaria de Buenaventura, debido a las demoras actuales en los procesos de despacho de aduana, causando costos innecesarios a los importadores. Para abordar este problema, se propone la creación de un diseño de simulación cuyo objetivo es evaluar si las nuevas alternativas son viables y si benefician a los empresarios. Para definir estas alternativas, se utilizaron diversas herramientas de Ingeniería Industrial, como el diagrama PERT, la matriz DOFA, el diagrama de causa y efecto y la técnica de interrogatorio, entre otras. 'Estas herramientas permitieron determinar las actividades críticas del proceso, las posibles causas de demora y los factores internos y externos que afectaron la operación.
Posteriormente, se diseñó una propuesta de simulación y se evaluó su impacto comparando los resultados con la simulación actual. Además, se elaboró una matriz de costos para encontrar los ahorros que generaría la implementación para los empresarios.
Por último, se puede afirmar que con la implementación de esta propuesta, la duración de los contenedores en el terminal podría reducirse en un 32% aproximadamente y, como efecto, los costos de almacenamiento podrían reducirse en un 42%. Además, con la reducción de los traslados de contenedores a las zonas de inspección, los costos logísticos podrían reducirse en un 25%, aproximadamente.
Abstract
The following investigation addresses the logistical problem entrepreneurs face while importing containers to Colombia through the Sociedad Portuaria de Buenaventura, due to the current delays in the customs clearance processes, which cause unnecessary costs to importers. In order to address this problem, the creation of a simulation’s design whose objective is to evaluate whether new alternatives are viable and benefit the entrepreneurs is proposed. In order to define these alternatives, various tools from industrial engineer were used, such as, the PERT diagram, the DOFA matrix, the cause-and-effect diagram, and the interrogatory technique, among others. These tools allowed for the determination of the processes’ critical activities, the plausible causes of the problem, and the internal and external factors that affected the operation. The focus of the thesis was based on these discoveries.
In order to guarantee that the simulation’s design met the standards stablished by Jerry Banks, Jhon S. Carson II, Barry L. Nelson, and David M. Nicol in their book Discrete-Event System Simulation, it was necessary to follow these guidelines: formulating the problem, setting the objectives and plan for the project, conceptualizing the model, gathering the information, creating the model’s software, verifying it against the information gathered, laying out the scenarios, running and analyzing the software, verifying whether it is necessary to make more runs, and making the document and report. Likewise, to make this design, it was necessary to gather information from the Ministerio de Comercio exterior, the Gestor Comercial of SPRBUN, and a field visit. Based on this information, the design of the current model was made by defining the phases of the process with their respective probability distributions, variables, and parameters to be configured. After making the necessary runs to verify the coherence between the results and the gathered information, the duration of the time a container spent on a terminal was measured and averaged, and the percentage of the physical inspections by the authorities was recorded. Afterwards, a proposal of the simulation was designed, and its impact was assessed by comparing the previous results. Additionally, a cost matrix was elaborated in order to find the entrepreneurs’ savings the implementation would generate.
Lastly, it can be stated that with the implementation of this proposal, the duration of the containers in the terminal could be reduced by a 32% approximately, and, as an effect, the costs of storage could be reduced by 42%. Additionally, with the reduction in the relocation of the containers to the inspection zones, the logistical costs could be reduced by a 25%, approximately.
