Resumen
La importancia de esta investigación se basa principalmente en el aporte al vacío de conocimiento respecto a qué está pasando ahora, en términos institucionales, en épocas de posconflicto en el corregimiento de San Juan de Sumapaz. Se busca analizar también, la posible relación que pueden tener los cambios institucionales con la figura de Zona de Reserva Campesina, esto debido a que “alrededor de los procesos organizativos se han consolidado avances en la construcción de paz y territorialidad, en este caso las Zonas de Reserva Campesina (ZRC) que representan un paso por parte del campesinado hacia la defensa de su identidad y soberanía“ (Rondón; 2016: 6).
Los cambios institucionales se entienden como el cambio de las reglas de juego formales e informales, dentro de la legalidad y fuera de ella, en el corregimiento. Para abordar esta investigación, se parte de un contexto histórico fundamental que recoge los años entre 1970 a 2016 donde se resalta el sistema de gobernanza en la Localidad 20 dentro de esas fechas, en las cuales la población vivió bajo dinámicas violentas donde su principal arma fue la resistencia civil.
Abstract
The importance of this research is based mainly on the contribution to the knowledge vacuum regarding what is happening now, in institutional terms, in post-conflict times in the corregimiento of San Juan de Sumapaz. It also seeks to analyze the possible relationship that institutional changes can have with the figure of the Peasant Reserve Zone, this because "around the organizational processes have consolidated progress in the construction of peace and territoriality, in this case the Zones of Peasant Reserve (ZRC) that represent a step by the peasantry towards the defense of their identity and sovereignty" (Rondón, 2016: 6).
The institutional changes are understood as the change of the formal and informal rules of the game, within the legality and outside it, in the corregimiento. To address this research, we start from a fundamental historical context that includes the years between 1970 to 2016 where the governance system in Locality 20 is highlighted within those dates, in which the population lived under violent dynamics where its main weapon was civil resistance.
