Resumen
Durante el gobierno de Juan Manuel Santos se consolidó oficialmente una compresión de la problemática del campo colombiano como un fenómeno que necesita ser planeado y ejecutado con un enfoque integral. Finalmente, esta visión se materializó en el Acuerdo de Paz con la llamada Reforma Rural Integral. Simultáneamente a la RRI, la Ley ZIDRES fue proferida por el Senado, como una ley para el desarrollo agrario de dimensión macroeconómica que otorga vastas extensiones de tierra para su industrialización y explotación, a cambio de inversiones y beneficios en materia social, cultural y económica para las comunidades. La Ley ZIDRES y la RRI, son dos propuestas en marcha que necesitan de entidades territoriales que las formulen, implementen, controlen y lo evalúen, es decir, una alta capacidad institucional. Por lo tanto, el propósito de este estudio es analizar la incidencia de la capacidad institucional en la implementación de la Ley ZIDRES, y concluir si es posible lograr un desarrollo integral del campo colombiano a través de la implementación de la ZIDRES en conjunto con la RRI.
Abstract
Abstract: During the government of Juan Manuel Santos, a compression of the Colombian countryside was officially consolidated as a phenomenon that needs to be planned and executed with an integral approach. Finally, this vision was materialized in the Peace Agreement with the so-called Integral Rural Reform (RRI). Simultaneously with the RRI, the Law ZIDRES was made by the Senate, as a law for the agrarian development of macroeconomic dimension that grants vast extensions of land for its industrialization and exploitation, in exchange for investments and social, cultural and economic benefits for communities. The Law ZIDRES and the RRI are two proposals in progress that need territorial entities that formulate, implement, control and evaluate it, in other words, a high institutional capacity. Therefore, the purpose of this study is to analyze the impact of institutional capacity in the implementation of the ZIDRES Law, and to conclude if it is possible to achieve an integral development of the Colombian countryside through the implementation of the ZIDRES in conjunction with the RRI.
