Resumo
Esta investigación aplicada basada en Evaluación de Políticas, Programas y Proyectos examinó la ejecución del proyecto “Desarrollo De Una Estrategia De Recuperación Ambiental en el Sistema Hídrico San Antonio En Leticia Amazonas, Fase II” soportado en un marco normativo y de política pública nacional, que propende por la conservación y gestión integral del recurso hídrico. El método de estudio fue tipo mixto, en el cual se revisaron los resultados del proyecto y la percepción de los actores sociales e institucionales. En esta perspectiva, se aplicaron entrevistas y encuestas. Se realizo un reconocimiento del territorio y se recopiló información que permitió identificar y categorizar aspectos claves de la puesta en marcha del proyecto de recuperación ambiental, así como el alcance e intervención de los actores sociales. Se encontró que, pese al cumplimiento de los objetivos y las actividades conforme a la formulación del proyecto, la problemática ambiental en la zona aún persiste por la presencia de asentamientos humanos que continúan afectando de manera constante el ecosistema y se cuestiona la acción pública para garantizar este tipo de intervenciones. Esto llevo a proponer unos lineamientos para la gestión ambiental del sistema hídrico que permita fortalecer la acción pública y la participación de los actores públicos y privados. Se concluye que, el proyecto careció de un plan de seguimiento en el corto plazo y termino siendo una intervención de mejora ambiental temporal, sin continuidad ni apropiación de la comunidad.
Abstract
This applied research based on Evaluation of Policies, Programs and Projects examined the execution of the project "Development of an Environmental Recovery Strategy in the San Antonio Water System in Leticia Amazonas, Phase II" supported by a national public policy and regulatory framework, which It tends towards the conservation and integral management of the water resource. The study method was mixed type, in which the results of the project and the perception of the social and institutional actors were reviewed. In this perspective, interviews and surveys were applied. A recognition of the territory was carried out and information was collected that allowed identifying and categorizing key aspects of the implementation of the environmental recovery project, as well as the scope and intervention of the social actors. It was found that, despite the fulfillment of the objectives and activities according to the formulation of the project, the environmental problem in the area still persists due to the presence of human settlements that continue to constantly affect the ecosystem and public action is questioned to guarantee This type of interventions. This led to propose guidelines for the environmental management of the water system that will strengthen public action and the participation of public and private actors. It is concluded that, the project lacked a monitoring plan in the short term and ended up being an intervention of temporary environmental improvement, without continuity or appropriation of the community.
