Territorial and agglomeration dynamics in VillavicencioResumen
Durante las últimas décadas el país ha experimentado una transformación de sus sistemas urbanos, hacia una “lógica de acumulación y en consecuencia de organización espacial” (Montoya Garay, 2013, pág. 304) jerárquica e interrelacionada en una lógica sistémica. Lo anterior como consecuencia de la globalización económica y la industrialización en los procesos de desarrollo y crecimiento urbano. Estos hechos han permitido que en el país se haya estructurado un sistema de ciudades, en el cual se han consolidado algunas ciudades como Medellín, Cali, Barranquilla, Bucaramanga, Cartagena y Bogotá, como las de mayor relevancia económica y de servicios, es decir las grandes metrópolis de Colombia.
Por otra parte, y como parte integral del sistema existen en el país otras ciudades en proceso de desarrollo que tienen gran importancia por su localización geográfica, que permiten el desarrollo creciente de dinámicas de relación e interdependencia con otras ciudades vecinas que necesitan ser consolidadas, convirtiéndolas así según en “protagonistas de un rápido crecimiento, que bien gestionado constituye una gran oportunidad para mejorar la calidad de vida” (BID, 2015, pág. 3). El presente documento tiene como propósito el estudio de Villavicencio, una de las muchas ciudades intermedias del país, en la cual se viene desencadenando un crecimiento acelerado, a razón de su importancia como capital departamental, el aumento constante de su población, y por la concentración de una oferta de servicios de importancia regional, cumpliendo un papel de nodo articulador con las zonas rurales productivas del departamento y con el sistema de ciudades del país, especialmente con Bogotá D.C., y la región de la Orinoquía.
Es importante precisar que Villavicencio se encuentra en una etapa crucial de planificación de su área urbana desde un enfoque regional, ya que se superan los límites político-administrativos con los que normalmente se planifica, lo cual conlleva al planteamiento de interrogantes sobre ¿Qué lectura se ha hecho de estos fenómenos de crecimiento? Y sobre ¿cuál ha sido la respuesta que se ha dado en materia de política pública, instrumentos y gobernanza?, para dar respuesta a estos interrogantes, se establece como objetivo general, el definir la aglomeración urbana de Villavicencio, a partir del análisis del fenómeno de urbanización de la ciudad y su área de influencia.
Para lograr este objetivo se realizó un breve es pertinente realizar un breve análisis histórico de lo que en el país se ha logrado en materia de normatividad y política pública, en este caso es relevante destacar el ejercicio de la conformación del sistema de ciudades del DNP, el cual “se plantea como un primer insumo para ejercicios posteriores de delimitación de aglomeraciones urbanas, áreas funcionales, áreas metropolitanas, corredores o ejes urbano-regionales, o las figuras de asociatividad creadas por la LOOT” (DNP, 2014, pág. 12). Con base en este concepto de aglomeración se concluye que es necesario adicionar más variables al análisis de los fenómenos de aglomeración en Villavicencio, para ello se toman como referente iniciativas a nivel internacional que brindan otro punto de vista para afrontar los retos de la planificación de los nuevos procesos de crecimiento urbano y regional.
Abstract
During the last decades the country has undergone a transformation of its urban systems, towards a “logic of accumulation and consequently of spatial organization” (Montoya Garay, 2013, p. 304) hierarchical and interrelated in a systemic logic. The foregoing as a consequence of economic globalization and industrialization in urban development and growth processes. These facts have allowed a system of cities to be structured in the country, in which some cities such as Medellín, Cali, Barranquilla, Bucaramanga, Cartagena and Bogotá have been consolidated, such as those of greater economic and service relevance, that is, the Great metropolis of Colombia.
On the other hand, and as an integral part of the system there are other developing cities in the country that are of great importance due to their geographical location, which allow the growing development of relationship and interdependence dynamics with other neighboring cities that need to be consolidated, converting them thus according to "protagonists of rapid growth, which well managed constitutes a great opportunity to improve the quality of life" (IDB, 2015, p. 3). The purpose of this document is the study of Villavicencio, one of the many intermediate cities in the country, where accelerated growth has been unleashed, due to its importance as departmental capital, the constant increase of its population, and the concentration of an offer of services of regional importance, fulfilling a role of articulating node with the productive rural areas of the department and with the system of cities of the country, especially with Bogotá DC, and the Orinoquía region.
It is important to point out that Villavicencio is in a crucial stage of planning its urban area from a regional approach, since the political-administrative limits with which it is normally planned are exceeded, which leads to the questioning of what reading is Have you made these growth phenomena? And on what has been the response that has been given in the matter of public policy, instruments and governance? To answer these questions, it is established as a general objective, to define the urban agglomeration of Villavicencio, from the analysis of the phenomenon of urbanization of the city and its area of influence.
In order to achieve this objective, a brief analysis was carried out. It is pertinent to carry out a brief historical analysis of what has been achieved in the country in terms of regulations and public policy, in this case it is relevant to highlight the exercise of the conformation of the DNP city system, which “is considered as a first input for subsequent exercises to delimit urban agglomerations, functional areas, metropolitan areas, corridors or urban-regional axes, or associativity figures created by LOOT” (DNP, 2014, p. 12) . Based on this concept of agglomeration, it is concluded that it is necessary to add more variables to the analysis of agglomeration phenomena in Villavicencio, for this purpose, international initiatives that provide another point of view are taken as a reference to face the challenges of planning New processes of urban and regional growth.
