Impact of value-added tax on manufacturing industry income in Colombia : the 1995 tax reformResumen
En este trabajo se estudia el efecto del incremento del Impuesto al Valor Agregado en los ingresos
por ventas de la industria manufacturera en Colombia, usando la reforma tributaria de 1995. Se
plantea un modelo teórico para explicar el comportamiento de las rmas ante incrementos en
el impuesto, así como para determinar los posibles mecanismos que permiten a las rmas jar
los precios de mercado. Las estimaciones empíricas de diferencias en diferencias indican que
las firmas manufactureras de bienes gravados con el impuesto, redujeron significativamente sus
ingresos por ventas. Adicionalmente, estimaciones de triples diferencias evidencian un cambio
marginal en los ingresos por ventas entre bienes finales e intermedios. Por último, los sectores
industriales que generan mayor valor agregado parecen ser los más afectados por la reforma,
así como las regiones en donde están ubicadas.
Abstract
In this paper we study the effect of the increase in Value Added Tax on the sales revenue of the manufacturing industry in Colombia, using the 1995 tax reform. A theoretical model is proposed to explain the firms' behaivour in the face of tax increases, as well as to determine the possible mechanisms that allow firms to set market prices. Empirical estimates of differences in differences indicate that manufacturing firms of goods taxed, significantly reduced their sales revenue. Additionally, estimates of triple differences show a marginal change in sales revenue between final and intermediate goods. Finally, the industrial sectors that generate the greatest added value seem to be the most affected by the reform, as well as the regions where they are located.
