Governance as a tool for the prevention and care of sexual violence in children, girls and adolescents in the municipality of Soledad, Atlánticorésumé
Colombia tiene el deber constitucional de proteger a sus ciudadanos en su vida y honra. Específicamente, respecto a los niños, niñas y adolescentes, tratados internacionales, así como los artículos 44 y 45 superiores y el Código de la Infancia y Adolescencia, obligan al Estado a garantizar el derecho a su integridad personal, entre ella, su integridad, libertad y formación sexuales.
Esta investigación utilizó la tipología denominada “Practica basada en diagnósticos”, en donde los hallazgos en el municipio de Soledad, Atlántico dan cuenta de una creciente y continua violencia sexual basada en género hacia esa población, en los años: 2015, 2016, 2017 y 2018; de una debilidad en la capacidad Estatal territorial para atenderla y prevenirla, y de la ausencia de redes de gobernanza, donde los actores se desempeñan sin la coordinación, interacción y articulación necesaria.
Por lo anterior, este estudio pretende formular a través de la gobernanza y la gestión de redes, propuestas con enfoque basado en los derechos humanos de la infancia y adolescencia y diferencial de género, y de fortalecimiento en la capacidad Estatal territorial, en la prevención y atención de la violencia sexual de NNyA, para establecer las intervenciones correspondientes a generar cambios a esa problemática.
Abstrait
Colombia has a constitutional duty to protect its citizens in its life and honor. Specifically, regarding children and adolescents, international treaties, as well as articles 44 and 45 above, the Childhood, and the Adolescence Code, oblige the State to guarantee the right to their personal integrity, including their integrity, freedom and sexual training.
This research used the typology called “Diagnostic-based practice”, where the findings in the municipality of Soledad, Atlántico account for a growing and continuous gender-based sexual violence towards that population, in the years: 2015, 2016, 2017 and 2018; of a weakness in the territorial State capacity to attend and prevent it, and the absence of governance networks, where the actors perform without the necessary coordination, interaction and articulation.
Therefore, this study intends to formulate through governance and network management, proposals with a focus on the human rights of children and adolescents and gender differential, and strengthening the territorial State capacity, prevention and NNyA sexual violence attention, to establish the corresponding interventions to generate changes to this problem.
