| dc.description.abstract | Colombia requiere una visión alternativa sobre cómo asegurar la inclusión social frente a las profundas desigualdades y la volatilidad de los ingresos, que han sido agravadas por una creciente intervención de las fuerzas del mercado. El nuevo modelo de desarrollo de los noventa condujo a la mercantilización y privatización de buena parte de la seguridad social. Ante esto, es impostergable la construcción colectiva de un verdadero contrato social sobre la estrategia de desarrollo social, donde la superación de la pobreza y la desigualdad constituyan un proceso de carácter estructural. La agenda de protección social y el pacto fiscal son dos de sus componentes centrales. | spa |
| dc.description.abstractenglish | Colombia requires an alternate vision on how to assure social inclusion in the face of the profound inequities and the volatility of the income, aggravated by an increasing intervention of the market forces. The new development model of the 1990 decade lead to mercantilism and privatization of a good portion of the social security. Thus, a collective construction of a true social contract over the strategy of social development, in which the overcoming of poverty and inequity becomes a structural process. The agenda of social protection and the fiscal contract are two of its components. | eng |
