| dc.description.abstract | Para conocer la situación de las mujeres caucanas en el marco de ejecución de la Política de Seguridad Democrática, fue necesario analizar la evolución de la situación de derechos humanos de las mujeres del Departamento en el periodo 2000 a 2009, ubicando aspectos como la violencia sexual, la violencia contra las mujeres dentro de las familias, los homicidios y feminicidios, el control social y la violencia política. Fue necesaria, también, la indagación sobre su situación de acceso a la justicia y sobre los efectos que en su cotidianidad y su vida tuvo el aumento de la presencia de la fuerza pública en todo el departamento, en el marco de la recuperación estatal del territorio a partir de 2002. Determinar el impacto de la Política de Seguridad Democrática en la vida, integridad y bienestar de las mujeres del departamento del Cauca remitió necesariamente a revisar y analizar a la luz de la perspectiva de género, los objetivos trazados por la misma, la eficacia y legitimidad de las estrategias utilizadas, y a establecer en qué grado esta política fomentó y propició un escenario de garantía de los derechos humanos y protección de las mujeres. | spa |
| dc.description.abstractenglish | In order to learn about the particular situation of women in the Cauca province in the framework of the implementation of the Policy of Democratic Security, it became indispensable to analyze the evolution of the human rights of women in the period 2000 to 2009, keeping in mind such aspects as sexual violence, intra-family violence, homicides and femicides, social control, and political violence. It was also necessary to examine the situation of women in terms of access to justice and the effects of the increased presence of the armed forces in the entire province on their daily activities and lives, in the context of the process of recovery of territorial control by the State, in place since 2002.Determining the impact of the Policy of Democratic Security on the lives, integrity and wellbeing of the women in the Cauca province forced us to review and analyze in a gender perspective the objectives of the policy and the efficacy and legitimacy of the strategies used, and to ascertain the extent to which this policy fostered a context that would guarantee human rights and the protection of women. | eng |
